The department issues and maintains records and licenses for people in Los Angeles County. Services include filings for business DBAs, fictitious business names, domestic partner registries, lands deeds/titles, vital records, real estate documents and miscellaneous statutory filings for Los Angeles County. The department also conducts civil marriages. There are no geographic restrictions.

The office maintains records of land deeds and property ownership records. Through the LA County Department of Consumer Affairs Homeowner Notification Program, this office mails out copies of documents recorded against homes so homeowners can review them for legitimacy. Information about where to call for help with false documents is provided.

Birth, death, and marriage records may need to be ordered, and are not always available on a same-day basis.

Marriage license applicants must be consenting adults or minors who have parental and court consent. Couples who live together may request a confidential marriage license.

A lay person may apply to become a deputy commissioner of civil marriage for a one-time only marriage ceremony. To be deputized the person must submit a written request for this privilege and attend a swearing in ceremony. The marriage must be performed within 3 months of being sworn in.

The domestic partner registry is intended to assist unmarried adult couples applying for domestic partnership benefits from employers. Couples wishing to register must be both 18 years of age or older and at least one partner must reside or work within Los Angeles County.

APPLICATION PROCEDURE Call or visit the agency's website for information; copies of vital records may be requested in person or by mail. Mail requests must include the correct completed application and a notarized Certificate of Identity; both may be downloaded from the agency's website at www.lavote.net.

Marriage license applicants must present photo ID with proof of age; documents presented must be in English or be accompanied by an English translation prepared by a certified translator. Marriage license applicants who are younger than 18 must present a notarized statement of parental permission.

An appointment must be made for a civil marriage ceremony. Those wishing to be deputized to perform a marriage should submit a written request including the name of the person, names of the couple to be married and the date of the marriage along with a check or money order.

A valid photo ID will be requested when a birth record is requested in-person. Same-day service is available for births 1964 to present. Births prior to 1964 will be mailed within 20 working days. FEES/PAYMENT SOURCE Fees for copies of vital records are $28 for birth, $15 for marriage (after marriage) and $21 for death certificates. The fees for a regular marriage license is $91; confidential marriage license is $85; ceremony costs are $35. The fee for deputizing individuals to perform a marriage is $75. Fixed fees for other services.

The fee for a statement of domestic partnership, including a certificate is $20; $13 form an amendment of domestic partnership; and $15 for termination of domestic partnership.
