In Home Supportive Services Applications

Provider: IN HOME SUPPORTIVE SERVICES - LINE OPERATIONS DIVISION - CHATSWORTH DISTRICT OFFICE - 01

The agency provides in-home support services for older adults and people with disabilities, including blindness, in Los Angeles County. Services include in-home supportive services applications, in-home supportive services appeals/complaints, and in-home supportive services subsidies. Geographic restrictions apply.

To qualify, applicants must receive SSI/SSP or meet SSI requirements, except for income, and be impaired to the extent that they would be unable to safely remain in their own homes without IHSS assistance. Individuals whose income exceeds the SSI/SSP standard may qualify if they apply their excess net non-exempt income toward the cost of their IHSS services. The amount of assistance provided is based on the degree of the recipient's impairment.

If the applicant currently receives SSI/SSP payments from the Social Security Administration, a county Social Worker will interview the applicant at their home to determine eligibility and need for IHSS.

If the applicant does not currently receive SSI/SSP, they must first be determined eligible for Medi-Cal under Medi-Cal rules and regulations. The application will automatically go to a Medi-Cal Eligibility Worker for this determination. Once the applicant is determined eligible to Medi-Cal, a Social Worker will visit the home to determine eligibility and need for IHSS.

Approved recipients employ a service provider. Service providers are usually paid directly by the state after services have been provided and reported.

Approved services include the following: domestic services; heavy cleaning; meal preparation and clean-up; restaurant allowance; routine laundry, ironing, and mending; reasonable shopping and errands; non-medical personal services; transportation assistance; yard hazard abatement; protective assistance; teaching and demonstration services; and paramedical services.

APPLICATION PROCEDURE Call the IHSS Application number to apply. Applications are transferred to an IHSS worker in the applicant's area who makes an appointment for a home visit to complete the application. Applications are usually processed within 45 days and/or pending the return of the Health Care Certification Form which is completed by a Licensed Health Care Professional (LHCP). To qualify for IHSS applicants must:
- Be 65 years old or older, blind, and/or disabled as defined by Social Security Administration standards
- Be a citizen of the United States or a qualified alien
- Be a resident of Los Angeles County
- Live in their own home. (hospitals, nursing homes, and licensed community care facilities are not considered "own home")
- Either receive or be eligible to receive Supplemental Security Income/State Supplemental Payments (SSI/SSP) OR, Meet all SSI/SSP eligibility criteria except for income or citizenship/immigration status

IHSS workers can help recipients locate service providers by referring them to Personal Assistance Services Council (PASC) for the In Home Supportive Services (IHSS) Registry. FEES/PAYMENT SOURCE There are no fees for service. Depending on income eligibility there may be a share of cost once enrolled in the program.
