Provider: CALIFORNIA STATE DEPARTMENT OF PUBLIC HEALTH - CENTER FOR HEALTH CARE QUALITY - LICENSING AND CERTIFICATION PROGRAM

The agency provides licensing of health care facilities in Los Angeles County and throughout the State of California. Services include consumer education, health facilities complaints, health facilities licensing, licensing/certification/accreditation, nursing facilities complaints, nursing registries, and occupational/professional licensing. There are no geographic restrictions.

The agency certifies Medicare/Medi-Cal eligible providers and hospitals; and accepts complaints regarding the health care facilities that it licenses. The branch is responsible for the occupational/professional certification of home health aides, CNA's and hemodialysis technicians; and maintains a registry of certified health care workers.

The branch also provides consumer education for residents in skilled nursing facilities through its Residents' Rights Program. Services are also provided from a local Los Angeles District office; see the separate entry Los Angeles County HS Health Facilities Division - Licensing and Certification.

The branch licenses and oversees the following health care facilities: Acute Psychiatric Hospitals; Adult Day Health Centers; Chemical Dependency Recovery Hospitals; Correctional Treatment Centers; General Acute Care Hospitals; Home Health Agencies; Intensive Skilled Nursing Facilities; Intermediate Care Facilities; Intermediate Care Facilities for the Developmentally Disabled/Habilitative; Jail Inpatient Units; Medi-Cal Psychiatric Inpatient Hospitals (with DMH); Psychology Clinics; and Skilled Nursing Facilities.

The program accepts and investigates complaints regarding the quality of care provided by the facilities it oversees, as well as complaints about health aides or technicians. Complaints may be made to this office or to the Los Angeles District Office.

The program also certifies to the federal government that health care facilities and providers are eligible for Medicare and Medi-Cal payments.

The Aide and Technician Certification Section (ATCS) approves the training programs and certifies Home Health Aides (HHA); Certified Nurse Assistants (CNA); and Certified Hemodialysis Technicians (CHT) in the State of California. The ATCS also provides a registry of officially certified health care workers.

The Residents' Rights Program provides consumer education about regulations and care guidelines in Skilled Nursing Facilities. The program provides a Nursing Home Residents' Rights brochure that outlines the rights of patients and their families. It lists district offices and ombudsman contact information for complaints or questions. APPLICATION PROCEDURE Call for information; some forms, consumer brochures, and program guidelines are available on the department website at www.dhs.ca.gov/lnc/default.htm. FEES/PAYMENT SOURCE There are no fees to make complaints. Certification and licensing fees vary. HHA, CNA and CHT certification requires an application fee, an exam fee, and a LiveScan fingerprinting fee payable to the Department of Justice; and a renewal fee. Training fees vary depending on the program and are made to the ATCS-approved school. Some fees are reimbursable by the hiring Long Term Care facility.
