The County Library is a network of 85 community libraries, three bookmobiles, and mobile units focusing on STEAM literary and emergent learning, a full range of informational, educational, volunteer opportunities and recreational library services to residents of 49 cities and most unincorporated areas of Los Angeles County. A tools/equipment lending program is also available at five locations; see information below. There are no geographic restrictions for services.

In addition the library offers many special services including seven Special Reference/Resource centers; Business Subject Specialty library which provides access to in-depth business tools; consumer health information provided by CHIPS (Consumer Health Information Program and Services).

The tool lending program allows adults age 18 and older to check out tools and maker items at no cost and is available at the Compton, Lancaster, Norwalk, Rosemead and San Fernando locations. Tool inventory varies by site and may include hammers, wrenches, electrical cords, power tools, cookware, sewing machines, gardening tools and more. Tools may be borrowed for seven days and no more than six items may be borrowed at one time, with no more than two power tools. Tools will not be sent to other locations for pick up, and must be returned in-person to the owning library.

There are four Cultural Resource Centers providing specialized resource materials focusing on the American Indian, African American, Asian Pacific, and Chicano communities.

Early Childhood Emergent Learning material, services, and programs and special Parent Education programs provide specialized services to children and families.

Homework Centers provide after-school homework assistance to promote independent learning. CA driver's license, CA ID or an Argentinean, Mexican or Korean Foreign Consulate ID card is required to apply for a library card; and a signature of the parent or guardian is required for youth under 18 years. The administrative office does not provide direct services to the public.
