The commission regulates privately-owned utilities (e.g., electric, natural gas and telephone) and oversees safety standards for common carrier railroads; communication lines (overhead and underground); gas and water facilities; and passenger transportation providers, including light rail and rapid transit systems. There are no geographic restrictions.

The commission issues licenses for communication service providers including internet service providers; electric service providers; and transportation providers including hot air balloon companies, moving companies, shuttles, limousines and transportation network carriers. Vehicles must be insured, and are referred to the California Highway Patrol for an inspection before the license is granted. APPLICATION PROCEDURE Call for information or walk in to apply for a license. Proof of insurance must be presented. Truckers will be referred to the nearest field office of the Public Utilities Commission for licensing. FEES/PAYMENT SOURCE There are fixed fees for motor vehicle licenses.
