Code Enforcement

Unincorporated Area Services and Code Enforcement

About 1 million Los Angeles County residents live in unincorporated areas that cover about two-thirds of the geography of the County. Any area of the County that is not within the boundaries of an incorporated city is considered an unincorporated area. Municipal services are provided for these residents by County Departments and the Board of Supervisors.

211 LA serves as the number to connect unincorporated area residents with important information about LA County services. Our Community Resource Advisors (CRAs) are trained to provide an assessment of the caller’s code enforcement needs and will direct the report to the correct County department for resolution. This includes issues such as:

  • Garage conversions
  • Unsightly properties
  • Unpermitted construction
  • Illegal dumping
  • Graffiti removal
  • Animal services
  • And other services

To determine if you are located in an unincorporated area, use the Z-NET tool provided by the Los Angeles County Department of Regional Planning.
